The simplest thing that works. The KOT falls back to the bill printer, so the kitchen never misses a ticket.

No laptop at all. The till phone should be Android (it prints in the background; iPhones print on Wi-Fi only while open), and a phone-only kitchen is printer-only — no kitchen screen.
